A seasoned management team with world-class operating experience

We are comprised of senior executive, operational and geophysical professionals with more than 150 years of combined experience in the Permian Basin and Gulf Coast region.  We have a unique expertise extracting high volumes of oil from low permeability reservoirs and hold a proven track record of applying an integrated, multi-disciplinary approach to achieve superior performance. The managing members of Spire Oil & Gas are all industry leaders in their respective disciplines.

​Mr. Mark Wagner served as the Vice President of Operations for Greystone Oil & Gas from 2010 to 2015.  Before joining Greystone, Mr. Wagner was the Founder and Managing Member of Blue Tip Energy Management from 2004 - 2010, a $172 million private equity backed company investing in underperforming natural gas assets.  From 1998 to 2004 Mark served as the President of Wagner Energy Services, a petroleum engineering consultancy firm focused on designing and implementing leading-edge drilling and completion technologies worldwide.  

Mr. Wagner received his B.S. degree in Petroleum Engineering from the University of Missouri-Rolla and is a 35-year member of the Society of Petroleum Engineers.   ​

Randal Rutledge
Land &
Business Development

​Mr. Rutledge was most recently serving as Land Manager for Kerogen Exploration.  Prior to his time with Kerogen, he served as the Regional Land Manager / Interim Asset Manager for Fidelity Exploration from 2007 - 2015, assembling 26,518 acres in Madison County and initiated drilling of the Glen Rose, Buda and Cotton Valley wells for the company.  From 1995 to 2007, Mr. Rutledge held senior, staff and advisory positions with Marathon Oil, Phillips Petroleum/Conoco-Phillips and Shell Western E&P after beginning his career with Pennzoil Exploration in 1983.  

Mr. Rutledge received his B.B.A. Business in 1983 from Sam Houston State University, pursued the Petroleum Land Management program at the University of Houston and is a Certified Professional Landman. ​

Ruble Clark
Geophysicist

Ruble Clark most recently served as Vice President of Geophysics for Greystone Oil & Gas.  Prior to his time at Greystone, he served as Chief Geophysicist for Yuma Exploration & Production from 2001 to 2005.  From 1998 to 2001, Ruble served as the Senior Exploration Geoscientist and Technical Advisor to Seitel, Inc.  Preceding 1998, he served as the Geophysicist for Redman Energy corporation and Edge Petroleum starting in 1991.  

Rubel is a member of The American Association of Petroleum Geologists and the Society of Exploration Geophysicists.  He received his B.S. degree in Physics from the University of Texas at El Paso and his M.S. Degree in Geology / Geophysics from the University of Houston.
